[Systers-dev] bin/newlist cannot be used to create a new list from the command line [bug]

Hi All,

While testing the stable branch installation last week, I hit a bug.
Today Jen asked me to file a bug which I did[0] but I'd like to get
some feedback from other Gsoc students too -- in your local
installations did you use the CGI to create newlists or did you create
additional lists via the command line? Did you create lists using both
methods and what was the difference you noticed? Any feedback is
welcome.
