[Systers-dev] bin/newlist cannot be used to create a new list from the command line [bug]

Svaksha,

What I believe is the important thing to fix is the documentation for the systems setup.
The set up needs to say NEVER try to do anything with the site list!!  It exists but leave it alone!! 

We got stuck in a rat hole by trying to futz with the site list.

would you please add that to the wiki setup page.  Then we can forget about it.

I can change the priority as LP only allows  assignees to change the
priority in LP afaik.
