That's just a list setting.  For all that I say you can conceptually 
treat it as a set of aliases, it *is* a regular list.  Either someone 
flipped the bit to make it public, or the defaults for systers were for 
lists to be public when first created.  I've seen other installations 
where the site list was visible, I believe.  If you set up your default 
list template before you create the site list, it's pretty easy to have 
this happen.
