[Systers-dev] bin/newlist cannot be used to create a new list from the command line [bug]

Hi ,
While installing Mailman , and systers code , I got the same error
what Svaksha reported ,but during the process of installation , I
thought it might be due to the mailman daemon being stopped , this
error was encountered by me also during my local machine installation
before the Systers code implementation but after that it worked fine.
