The site list allows Mailman to get control over a set of email 
addresses it can use for sending out admin notices for the whole site. 
(e.g. that mail entitled "systers.org mailing list memberships reminder" 
you should have gotten today.)  We use a site list for this because that 
way password reminders for multiple lists can be grouped into one mail 
coming from a site admin address and any bounces can be handled 
appropriately.

You don't really have to do anything with the site list except choose 
the name (usually it's just "mailman" but for systers it's 
"systers-admin"), and define the site admin owner (usually it's an alias 
for the sysadmins in charge of the site).  Other than that, you can just 
pretend that it's a way to define a set of fancy email aliases and not a 
real mailing list at all.
