I don't have time to look into this directly but are you familiar with the German ATM issue that occurred at the turn of the new year? It's being referred to as a Y2k.1 (s/b Y2k.01) defect or the 'welcome to 2016' bug. It doesn't seem to have made the press but I don't THINK it is just an urban legend.
I don't know the exact details but, approximately:
code was setting or comparing a decimal variable with a hexadecimal value.
from '00 to '09 this worked great.
But when the hex value '10' was assigned/compared to the decimal, of course, the value was decimal 16 not decimal 10.
I think some conversion from char to hex (char 10 to hex 10 = dec 16) must have been involved.
So, if you think you have a turn-of-year issue, it would be good to review the places where you are parsing char dates into numeric dates and then, maybe, seeing if something is due to happen based on the converted date.

Hello!
We are having an issue with Systers in that responses to some existing
threads are not making it out to the full subscriber list. We thought the
problem was fixed with a db restart (which of course never works but one can
always hope).

If you can give me access to the box, I can turn full-query logging on
and do some debugging from the database side quickly.
