It's worth noting that many of the errors that you are mentioning are issues
with the TinyMCE text editor in Melange, the software that powers the GSoC
site. It's a known issue and one of their proposed GSoC ideas for this year
is to replace it with a new text editor.

If you are spending a long time fighting with text editing on the GSoC site,
I would mirror your proposal elsewhere so it is more readable (assuming that
is all right with the Systers folks). Of course, your proposal text is only
considered final when it is in the web application at socghop.appspot.com,
but this workaround may be helpful.
